The
National Armed Police Force Academy: An Introductory Brief Projection

The Armed Police Force is known for
being the first paramilitary force of Nepal. The APF has devised a distinct
identity of its own in the field of peacekeeping and maintaining law and order
amongst various security aspects. In the last decade and a half the APF has had
tremendous contribution towards making security issues tangible, reliable and trustworthy
within the country for all denizens with secure state presence since ever its
establishment amidst grave crisis. The organization as in the past faced huge
challenges in earthquake 2015 rescue operations to perform which yielded in opportunity
to win the hearts and minds of the countrymen resulting in coveted people
friendly image. Not to exaggerate, for the quality performance of the state
assigned mandates to the APF from general laymen to statesmen have bestowed identical
confidence to the organization for trust and reliance.
The National Armed Police Force Academy (NAPFA)
was established on 17 October 2007 by the decision of the Government of Nepal
in a bid to meet the demand for capacity building and modernizing the security
force in parallel growth of complexity and sensitivity in science and technology,
too. Initially it was headed by a Superintendent and later on by special class
officer an Additional Inspector General (AIG) since 9 January 2008.
The NAPFA is located in
a serene atmosphere of green forests encircled in triangular high hills at
Mataritha, Chandragiri Municipality Ward No. 11 in the Southwestern flank of
Kathmandu Valley, 15 kilometers off the city center and seven kilometers away
from the APF Headquarters at Swoyambhu.
An agreement between the Governments of Nepal
and China was signed on 15 of June 2013 and the construction works of the NAPFA
on 318 Ropanis equating 82,303,611.2568 sq m of plot got pace from 28 November 2014. On
26 December 2014 amid a function at the APF headquarters the Rs 3.60 billion
plan was jointly commenced by the then Home Minister of Nepal and Foreign
Minister of China. On 26 February 2014 the NAPFA Foundation Stone was laid down
to complete the edifice by the mid of May 2017.
Due to the southern international border
complications towards the end of 2015 for a while the construction materials
could not reach the site that affected the progress. However, the sway of
construction has acceleration and fast enough to accomplish the target even ahead
of the schedule. According to the Chief of the construction works Engineer Dong,
75 and 70 percent respectively of external and internal works have already been
done till the mid of October 2016.
In
the meantime the NAPFA day to day office and administrative chores are carried
out from the building facilities of Nilbarahi APF Battalion at Balambu, situated
at four kilometers distance to the south of Matartirtha. The NAPFA
caters imparting various professional training courses including the Basic Course
of APF Inspectors, Young Officers’ Course, Company Commander & Staff Officers’
Course, Battalion Commander Course, Senior Command Course, Management & Planning
Course, Security Management Training & High Level Management Training
Course and, etc. As well it provides consultancy in formulating training
policies to the organization; develop various training curriculum in accordance
to the APF policy; suggest further goals of the organization; recommend analytical
concepts over contemporary concern issues of training courses, security matters
of national and international developments in strategies along organizing seminars,
workshops, and alike other programs.
The NAPFA’s responsibilities account for
the production of professional, competitive and efficient officers; formulation
of futuristic plans and programs for skills and career development; empirical research
studies, and orient training courses result motive to world class. Additionally
in the forthcoming days the probability of inviting overseas security resource
persons and trainee officers to the NAPFA and vice versa, the tour exchange programs
should be regarded as innovation. Recently to fulfill the requisites of the APF
Regulations 2015 for promotion to Deputy Inspector General and Senior
Superintendent a High Level Management Training Course was conducted from 16
June to 16 July 2016. Similarly for Superintendent a Management & Planning
Training Course was held from 6 to 13 of July 2016. In view of the NAPFA shortcoming
at the moment in structural facilities the aforesaid courses were launched in
association with the Department of Human Resource Development at the force
headquarters, Swoyambhu in Kathmandu. Likewise currently a Battalion Commander
Course for Deputy Superintendent is in motion with logistics support of
Nilbarahi APF Battalion, Balambu from 6 October 2016.
The NAPFA has the experience of conducting
varying courses with rudimentary for recruit officers to advanced and technical
training courses. Through scholastic programs the APF trainee officers have
reaped cerebral benefits from the lectures of professionals in diverse disciplines.
Although main goal and purpose of the
NAPFA emphasize on training courses, in the event of emergency and untoward
happenings irrespective of trainee officers, staffers and trainers they are all
subject to deployment in the field in coordination with Operations Department
of the APF headquarters. The NAPFA has responsibly contributed yet with the
best mobilization of its personnel, resources, and means in catastrophes for
disaster management, riot control, rescue works, multiple international
conferences, and security of state dignitary entourages, etc.
